NERSA Consultation Paper: Eskom’s 2015/16 Time-of-Use (TOU) Structural Adjustment

NERSA published a consultation paper on 9 December 2014 inviting comment on `Eskom’s 2015/16 Time-of-Use Structural Adjustment’.

This was in response to an Eskom request that NERSA approve the following structural adjustment to its 2015/16 retail tariffs:

  • 1. Time-of-use period will change for the TOU tariffs
    • The morning winter peak period will be moved one hour earlier from 07:00 – 10:00 to 06:00 – 09:00
    • The evening winter peak period will be moved one hour earlier from 18:00 – 20:00 to 17:00 – 19:00
    • There are no changes to the summer time-of-use periods
    The reason for the Eskom request is that there is a need to address the rapid increase in the level of demand that occurs prior to the tariff peak and to align the signal in the Time-of-Use tariffs with the system peak that occurs prior to the tariff peak particularly in the tariff winter months.

  • 2. Customers are to take note that Eskom will change the names for the following tariff components in 2015/16:
    • Distribution network access charge” to “Distribution network capacity charge”
    • Network access charge” to Network capacity Charge”
    • Network charge rebate” to “Distribution losses charge”
    • Reliability service charge” to “Ancillary services charge”
