NERSA Discussion Document - Small-Scale Renewable Embedded Generation: Regulatory Rules

The January 2015 edition of this Bulletin, outlined the process being conducted by NERSA to elicit comment on a possible regulatory framework for “distributed power generation” in South Africa, including how “prosumers” could be empowered to feed surplus electricity into the grid.

It issued a discussion document on 4 December 2014 with a deadline for comment being 16 January 2015. The timelines also indicated that a consultation paper would be issued for comment on 30 January 2015.

NERSA subsequently advised that the revised date for the publication of the consultation paper was 28 February 2015 with 30 days being allowed for comment. A copy of the paper was distributed to AMEU members on 2 March 2015 indicating the following timelines for the regulatory process:

Stakeholders are requested to comment in writing to embeddedgeneration@nersa.org.za or hand-delivered to Kulawula House, 526 Madiba Street, Arcadia, Pretoria, or posted to PO Box 40343, Arcadia, 0083, Pretoria, South Africa. The closing date for the submission of comments is 25 March 2015 at 16:00.

A public hearing will be held on 10 April 2015.

In order to assist formulate a position towards the paper from the distributors’ perspective, GIZ-SALGA, have issued an invitation to AMEU members to attend a workshop as follows:

The aim of the workshop is to:

  • Have a closer look at the consultation paper issued by NERSA;
  • Agree on feedback from electricity distribution entities to the consultation paper;
