NERSA Consultation Paper: Guideline for Electricity Reseller Tariffs

Readers may remember the NERSA consultation paper on a proposed `Guideline for Electricity Resellers/Traders Tariff in South Africa’ that was published on 7 April 2014 with a closing date for comment set at 7 May 2014. A public hearing to receive oral submissions on the consultation paper was held at the Gallagher Convention Centre, Midrand, on 22 July 2014.

In both its written submission on the paper and during the presentation (by Leshan Moodliar of eThekwini), the AMEU argued that the reselling industry needed a regulatory framework rather than merely `Reseller Tariffs.

It is thus interesting to note that NERSA has published a new consultation paper with a similar title, `Guidelines for Electricity Reseller Tariffs’, on 9 February 2015. This paper dismisses the concerns of the AMEU (and others?) with the statements (section 11 and 12, pages 4 and 5):

  • 11. The increase in the number of customer complaints warranted NERSA to investigate customer complaints pertaining to reseller tariffs;
  • 12. While the Act is being amended, NERSA’s focus will be on developing Guidelines for Electricity Reseller Tariffs instead of the Regulatory Framework on Electricity Resale which will be finalised at a later stage.(my emphasis)
Stakeholders and members of the public are invited to comment on the consultation paper in writing. The deadline for comments is 9 March 2015.
