NERSA Consultation Paper: Eskom’s 2015/16 Time-of-Use (TOU) Structural Adjustment

The NERSA public hearing held on 5 February 2015 to receive oral submissions on its consultation paper, on `Eskom’s 2015/16 Time-of-Use Structural Adjustment’ was poorly attended. The paper had been issued in response to an Eskom request that NERSA approve structural adjustments to its 2015/16 retail tariffs. The NERSA decision on the application was due to be announced on 12 March 2015, however, a copy of a letter dated 27 February 2015 from NERSA to Eskom, is now available.

NERSA Consultation Paper: Municipal tariff guideline, benchmarks and proposed timelines for the municipal tariff approval process for the 2015/16 financial year

The NERSA decision on the municipal guideline increase with effect from 1 July 2015 was expected on 29 January 2015. A document has subsequently been published on the NERSA website titled `RFD (Reasons For Decision) on the municipal tariff guideline and benchmarks for 2015/16’. NERSA Consultation Paper: Guideline for Electricity Reseller Tariffs

Readers may remember the NERSA consultation paper on a proposed 'Guideline for Electricity Resellers/Traders Tariff in South Africa' that was published last year. Later that year, a public hearing on the consultation paper was held. In both its written submission on the paper and during the presentation (by Leshan Moodliar of eThekwini), the AMEU argued that the reselling industry needed a regulatory framework rather than merely `Reseller Tariffs. Interestingly, NERSA then published a new consultation paper with a similar title, `Guidelines for Electricity Reseller Tariffs’, on 9 February 2015. This paper dismisses the concerns of the AMEU. Stakeholders and members of the public are invited to comment on the consultation paper in writing. The deadline for comments is 9 March 2015.

NERSA Discussion Document - Small-Scale Renewable Embedded Generation: Regulatory Rules

In last month's edition of this Bulletin, the process being conducted by NERSA to elicit comment on a possible regulatory framework for “distributed power generation” in South Africa was outlined, including how “prosumers” could be empowered to feed surplus electricity into the grid.

A discussion document on 4 December 2014 with a deadline for comment being 16 January 2015 was issued. The timelines also indicated that a consultation paper would be issued for comment on 30 January 2015.

City manager gets six months in jail for not paying Eskom bill

This was the headline of an article published in the Rand Daily Mail on 25 February 2015. It states that this landmark judgment by Free State High Court is the first serious action taken against local government defaulters and relates to a municipal manager being found guilty of contempt of court and sentenced him to six months in jail.
