Electricity Supply Bylaws: Drakenstein Municipality

During 2014, Drakenstein Municipality advised its intention to update its Electricity Supply Bylaws. These revised Bylaws were promulgated in Provincial Gazette 7326 published by the Province of the Western Cape on 7 November 2014 (from page 1883 to 1912).

NERSA Consultation Paper: Eskom’s 2015/16 Time-of-Use (TOU) Structural Adjustment

NERSA published a consultation paper on 9 December 2014 inviting comment on `Eskom’s 2015/16 Time-of-Use Structural Adjustment’. The deadline for comment was 9 January 2015, however, you can still attend the public hearing on 5 February 2015. Should you be interested you can contact NERSA.

NERSA Consultation Paper: Municipal tariff guideline, benchmarks and proposed timelines for the municipal tariff approval process for the 2015/16 financial year

NERSA issued a consultation paper on 18 November 2014 inviting comment on the “Municipal tariff guideline, benchmarks and proposed timelines for the municipal tariff approval process for the 2015/16 financial year” by 18 December 2014. It also convened a stakeholder workshop on 2 December 2014 to discuss aspects of the submission of D-Forms for the processing of municipal tariff applications as well as the proposed NERSA guidelines for tariff increases to be effective from July 2015. NERSA Discussion Document - Small-Scale Renewable Embedded Generation: Regulatory Framework for Distributors

It was reported in the September 2014 issue of this Bulletin that NERSA intended releasing a consultation paper in February 2015 in which it would outline the possible regulatory framework for “distributed power generation” in South Africa, including how “prosumers” could be empowered to feed surplus electricity into the grid.  On 4 December 2014, NERSA published an advertisement in several newspapers in which it advised all stakeholders that ‘…it is in the process of developing the Regulatory Framework on Small-Scale Renewable Embedded Generation, as well as the Guidelines on the Electricity Resellers Tariffs’. This advertisement created some confusion.
