NERSA Consultation Papers: Distributed power generation and wheeling rules

Engineering News Online reported in an article `Nersa finalising distributed-power, wheeling consultation papers’, published on 20 September 2014, that `the National Energy Regulator of South Africa (Nersa) will release a consultation paper in February next year outlining the possible regulatory framework for “distributed power generation” in South Africa, including how “prosumers” could be empowered to feed surplus electricity into the grid.’ Full-time member for electricity Thembani Bukula is reported to have said that `…the aim is to ensure an “orderly introduction” of embedded generation, which Nersa views as inevitable, notwithstanding the prevailing legislative impediments.’

NERSA determination: Eskom’s Regulatory Clearing Account (RCA) balance:

In a recent statement by National Treasury outlining a Cabinet-endorsed package to close Eskom’s funding gap, estimated at R225 billion, it indicated that “government will support Eskom’s application to NERSA for tariff adjustments in line with the regulatory process”.  Thembani Bukula, the National Energy Regulator of South Africa (NERSA) full-time member for electricity has however reportedly said the regulator is not anticipating an approach by Eskom for a “reopener” of the current tariff determination.

Department of Trade and Industry (DTI): Designation of products and components for local production and content in the public sector procurement system

Engineering News Online reported in an article, `DTI says flouting of localisation rules is ‘irregular expenditure’’, published on 13 September 2014, that the Department of Trade and Industry (Dti) aims to improve the enforcement of localisation by having the Auditor General flag as “irregular expenditure” any flouting of buy-local procurement rules by government departments and State-owned companies.

Construction Regulations 2014

Articles in the February, May and June editions of this e-Bulletin reported on the promulgation of the Construction Regulations 2014 on Monday 10 February 2014 and noted that the new regulations` …..have significant implications for employers in the construction sector, placing additional responsibility for health and safety compliance on the client, contractor and designer of a project’ and that they are `… applicable to all persons involved in construction work, but did not apply to cases where construction work was carried out in relation to a single-story dwelling for a client who intended to reside in the dwelling upon completion.’
